George"-ish" and someone who sorta reminds me of Henry Orbit in panel 1 (not really close enough in Henry's case, but I should probably say something.)

The elevated multi-home dwelling units in panel 2-4 evoke the Jetsons too.

"Bosuns" instead of Jetsons because of quantum mechanics.

Seamus is old enough to remember "Dr. Who", and, I think all, of his appearances have been base on one doctor or another.

Strip 2154 (Mon Oct 05) "Andy Capp" homage

In the third panel we see couple fighting that looks like Andy Capp and his wife.

Andy Capp is a British newspaper comic strip that has also appeared in the US.  I read it quite a lot in newspapers as a kid, so am familiar with it.  Kind of similar to the Lockharts.

Andy Capp wears his cap so they cover his eye and his wife wears a scarf over her hair.

Am surprise (or maybe not) that no one else noted this.

Growing Bubbles or Spheres is similar to Pier's Anthony's Bio of a Space Tyrant. Its not exactly the same process so I'm not sure if its an deliberate Homage, but given that those books are about an immigrant coming into an expy of the US and seizes power installing a liberal socialist government....
