Really?  How about Joe Stalin, Adolph Hitler, Po Pot, Edie Amin and Robert Mugumbe just for starters.  I would argue that being insane your more likely to be in a position of power because your willing to do whatever it takes to get there in the first place whereas someone who is sane might stop and say to himself.  "No I'm not going to tell my troops to massacre that other tribe of humans just for their land because that would be wrong."
