Even with Quantum Vibe: Chateau Perilleux over, we still don't know why Decastries, Belbenoit et al did what they did (amassing a private army, and weapons, inside Bubbleopolis) with the RPLD ("Federation").

I'm going to pierce together a few bits from different quotes.

Now, it sounds like RPLD wanted to invade Bubbleopolis for the Intergalactic Hegemon, and Alyss Roaz stopped it.  However, what if the RPLD was more...patriotic?  Yes, they did amass a private army, but what if it was to change the Covenant law to a Republic (Federation), and thereafter repel the planned Intergalactic Hegemon invasion?  Federations are notoriously more militant, spending gobs of money on warfare and inevitably lead to dictatorships, including Empires.  Small, individual self-defense forces usually don't win in armed conflicts with large standing armies.   Decastries, Belbenoit et al could be saying "for the good of our city, some sacrifices must be made".

Or, Theory Number Three: Anybody remember Quantum Vibe: Assimulation?  What if other aliens were found in other galaxies, including Not Nice Aliens, and Decastries, Belbenoit et al had inside knowledge of such aliens planning to attack Bubbleopolis as a measure of Humanity's defenses, and to grab the source of the Oresme Shield and Murphy Drive?  Once again, semi-patriotic, as long as they ended up in charge afterwards.  The "portal" technology was an attempt to have an alternative to the Murphy Drive, but at first it was too tempting to use as "rabbit holes" away from surveillance.

I would also like to know about the "other captives" in the bubble-portals: were there follow-up lawsuits?

I doubt Theory Three mainly because I don't think Scott wants to go the "alien invasion" route in the Quantum Universe.

Theory Two is more possible but Scott didn't have the "Bad Guys" use that as a defense.  Mind you, they were in deep enough trouble that they might not have believed that defense would have worked (even if true).
