The horses are real, but they do require some special handling.

Horses don't do well in the 3 m/s^2 gravity fields popular in Oz, so the racetrack field is ramped up to 9 m/s^2, which is still less than Old Terra but the horses seem to like it.

When they're not at the racetrack they are Displaced to a planet with roughly the same gravity as the track where there is plenty of pastureland for them to run on.

There just wasn't room in the strip for all that explication, inasmuch as this whole scene is explication already.

Robot horses would remove a lot of the uncertainty of outcome, and human horses would dramatically increase the potential for fixed races. Relying on a dumb beast running, literally, on instinct and subject to transient biological factors, keeps the outcome more uncertain by keeping the variables high.
