Ohio can use some laws like that.  The only thing protecting that range is a local court precedent by a judge with some common sense.  The precedent was set when a yuppie tried to close down the local trap range.  He lost and everyone else won.  The yuppie tried to use noise as a cause.  It would only take a judge without common sense to undo that protection.
